Commission Regulation (EU) 2025/1891 of 17 September 2025 amending Regulation (EU) 2023/915 regarding maximum levels of inorganic arsenic in fish and other seafood
Commission Regulation (EU) 2025/1891 of 17 September 2025 amends Regulation (EU) 2023/915 regarding maximum levels of inorganic arsenic in fish and other seafood. Inorganic arsenic, naturally occurring and from human activity, is associated with increased cancer risks (lung, bladder, skin) and other adverse effects. Based on scientific opinions from EFSA, the European Commission established specific limits to protect public health while reducing chronic consumer exposure.
Maximum levels applicable to fresh weight are as follows:

Fish: 0.10 mg/kg for most species, 0.50 mg/kg for monkfish, haddock, herring, flatfish, ray, shark

Crustaceans: 0.10–1.5 mg/kg depending on the species

Bivalve molluscs: 0.10–0.50 mg/kg

Cephalopods: 0.050 mg/kg
The limits account for dried, processed, or diluted products. Products already legally placed on the market before entry into force may be sold until their minimum durability date.
The regulation is mandatory and directly applicable in all Member States and entered into force twenty days after its publication in the Official Journal on 18 September 2025.
