UN Regulation No. 117 – Uniform provisions concerning the approval of tyres with respect to rolling noise emissions, wet grip, and/or rolling resistance [2025/1453]
On August 7, 2025, the European Commission adopted Regulation (EU) 2025/1453, which constitutes the 04 series of amendments to UN Regulation No. 117 on the approval of tires with regard to rolling noise emissions, wet grip, and rolling resistance. This regulation was adopted in accordance with the uniform international technical requirements for tires and aims to improve road safety and the energy efficiency of vehicles.
The main objective of this series of amendments is to introduce requirements for the wet grip of worn tires in order to ensure optimum safety even after a period of use. The regulation applies to new tires in classes C1, C2, and C3 for their rolling noise emissions, rolling resistance, and wet grip, as well as to tires in class C1 in a worn state for wet grip. However, it does not apply to temporary use spare tires, competition tires, professional off-road tires, or tires whose dimensions, speed rating, or vehicle type do not comply with the criteria set out in the regulation.
The technical requirements include, in particular, the definition of test methods for measuring the wet grip of worn tires, the establishment of minimum thresholds to be met for approval, and the introduction of a marking system to indicate the performance of tires in terms of wet grip, rolling noise, and rolling resistance.
This regulation was published in the Official Journal of the European Union, giving the tires concerned a presumption of conformity with the safety, performance, and energy efficiency requirements defined by UN Regulation No. 117 and its amendments. The expected impact includes improved road safety, reduced noise pollution and greenhouse gas emissions, and lower fuel consumption costs thanks to improved tire energy efficiency.
