Between September 22 and 30, 2025<\/strong>, the European Commission<\/strong> adopted three major implementing regulations<\/strong> which pursue a common objective<\/strong>: to ensure the proper functioning of the European Union’s internal market<\/strong> and to restore fair competition<\/strong> in the chemical<\/strong>, metallurgical<\/strong>, and agricultural sectors<\/strong>.<\/p>\n

Implementing Regulation (EU) 2025\/1901 of September 22, 2025<\/strong> imposes a definitive anti-dumping duty<\/strong> on imports of glyoxylic acid<\/strong> originating in the People’s Republic of China<\/strong> and confirms the collection of provisional duties<\/strong> already applied.
Adopted on the basis of Regulation (EU) 2016\/1036<\/strong> on protection against dumped imports<\/strong>, it follows an investigation<\/strong> which showed that Chinese producers<\/strong> were selling this product at prices below its normal value<\/strong>, causing serious injury<\/strong> to the European industry<\/strong>, in particular through loss of market share<\/strong> and reduced profitability<\/strong>.
The Commission<\/strong> therefore introduced an anti-dumping duty<\/strong> in order to restore fair competition<\/strong>, preserve the viability<\/strong> of the European chemical sector<\/strong>, and protect the glyoxylic acid market<\/strong> from unfair trade practices<\/strong> in the long term.<\/p>\n

A few days later, Implementing Regulation (EU) 2025\/1919 of September 25, 2025<\/strong> was adopted following an investigation launched on August 8, 2024<\/strong> into imports of hot-rolled flat products of iron, non-alloy steel, and other alloy steel<\/strong> originating in Egypt<\/strong>, Japan<\/strong>, Vietnam<\/strong>, and India<\/strong>.
The investigation, initiated at the request of EUROFER<\/strong> (the association of European steel producers<\/strong>), revealed the existence of significant dumping practices<\/strong> by several foreign producers<\/strong>, leading to destabilization of the European market<\/strong> and considerable economic damage<\/strong> to the Union’s steel industry<\/strong>.
The Commission<\/strong> has therefore imposed definitive anti-dumping duties<\/strong> on imports from Egypt, Japan, and Vietnam<\/strong>, covering products classified under CN codes 7208, 7211, 7225, and 7226<\/strong>. These duties vary between producers<\/strong> to reflect their respective levels of dumping<\/strong>. However, the investigation did not reveal any significant dumping<\/strong> for India<\/strong>, which led to the termination of the proceedings<\/strong> for that country.<\/p>\n

The regulation<\/strong> also lays down technical provisions<\/strong> for updating the list of exporting producers<\/strong> and for the possible suspension of duties<\/strong> in the event of overlap with other trade defense instruments<\/strong>. By making the provisional duties<\/strong> imposed by Regulation (EU) 2025\/670<\/strong> definitive<\/strong>, the Commission<\/strong> is consolidating the stability of the steel market<\/strong> and protecting the competitiveness<\/strong> of European industry<\/strong>, while ensuring compliance with World Trade Organization (WTO) rules<\/strong>.<\/p>\n

Finally, Implementing Regulation (EU) 2025\/2008 of September 30, 2025<\/strong> sets the representative prices<\/strong>, import duties<\/strong>, and additional import duties<\/strong> for molasses in the sugar sector<\/strong>, applicable from October 1, 2025<\/strong>.
Adopted pursuant to Regulation (EU) No. 1308\/2013<\/strong> establishing a common organization of agricultural markets (single CMO)<\/strong>, this text is part of the EU’s agricultural import regulation policy<\/strong>. It aims to ensure the uniform application of customs duties<\/strong> and fair access to the European market<\/strong> for operators in the sugar sector<\/strong>.<\/p>\n

The regulation<\/strong> specifies that CIF (cost, insurance, and freight) import prices<\/strong> are the representative reference prices<\/strong>, adjusted according to product quality<\/strong> in accordance with Implementing Regulation (EU) 2023\/2834<\/strong>. Where these prices, plus import duties<\/strong>, exceed EUR 8.21\/100 kg<\/strong>, duties are suspended or reduced<\/strong> to an appropriate amount<\/strong> in accordance with Delegated Regulation (EU) 2023\/2835<\/strong>.
The Commission<\/strong> has therefore set the representative prices<\/strong> at EUR 19.57\/100 kg for cane molasses (CN code 1703 10 00)<\/strong> and EUR 16.19\/100 kg for beet molasses (CN code 1703 90 00)<\/strong>, with no additional duties applicable<\/strong>.<\/p>\n

This mechanism<\/strong> helps to maintain the stability of the internal market<\/strong> while avoiding distortions of competition<\/strong> linked to excessive variations in world prices<\/strong>. The text repeals Regulation (EU) 2024\/2611<\/strong>, enters into force upon publication<\/strong> in the Official Journal of the European Union<\/strong>, and is directly applicable in all Member States<\/strong>.<\/p>\n

These three regulations<\/strong> illustrate the diversity of tools<\/strong> available to the European Commission<\/strong> to ensure economic stability<\/strong> and competitiveness<\/strong> of the internal market<\/strong>. Regulations (EU) 2025\/1901<\/strong> and 2025\/1919<\/strong> fall within the Union’s trade defense policy<\/strong> and aim to protect European industries<\/strong> against dumping practices<\/strong>, particularly in the chemical<\/strong> and steel sectors<\/strong>.
