Biography
Jean-Luc Laffineur is a French and
Italian citizen. He graduated from the Université Paris II,
where he specialised in European and International law, in 1994. During
his last year of studies, Jean-Luc also studied during four months
European Comparative Law at the Università La Sapienza in Rome.
He then took an LL.M in International Business law at the University of
London, Queen Mary and Westfield College in 1996.
Jean-Luc started his carreer as a trainee within the legal department of Conoco UK Ltd (Dupont de Nemours)
in London from January to June 1995, where he was entrusted with a
project on the impact of European law on the transport, distribution
and sale of gas in Belgium, France, Germany, Italy, the Netherlands and
Spain. He continued his traineeship in the competition law department
of a major French law firm in Paris in 1996 before doing his military
service in the headquarters of the French Army.
Jean-Luc worked as in-house lawyer for the Seagram Spirits and Wine Group (SSWG)
in Brussels from June 1998 to August 2000 reporting on legal issues to
the General Counsel of SSWG based in London and on policy issues to the
Director of Governmental Relations based in Washington DC. He gained on
that occasion a thorough understanding of the European legislative
process with a particular focus on European Health and Consumer law and
WTO law. He joined a major US Law firm based in Brussels in September
2000 to create and develop the Legislative Affairs department of the
firm where he remained until May 2003. He then decided to set up his
own firm in June 2003 in order to provide clients with the best legal
and strategic advice in the field of EU law and of its implementing
laws.
Publications
Jean-Luc is the co-author of the chapter on France in the book "A WTO
Guide for Global Business" published by Cameron & May. He has also
published various articles, especially related to tobacco and the free
movement of goods. He recently wrote the following articles:

Jean-Luc is Visiting Professor at
the Toulouse Business School (ESC Toulouse). He also teaches in
Brussels the course "The role of private parties in the EU-decision
making process" at the ISM@PP (Institut Supérieur de Management
aux Affaires Publiques et Politiques).
